Participation in Customs-Trade Partnership Against Terrorism Program (C-TPAT) (U.S.) - Customs Forum

Carriers that currently participate in the existing customs
Trade Partnership Against Terrorism Program (C-TPAT) enjoy certain
Preferences under the new regulations. CBP recognizes that its partners in CTPAT
already provide much of the information under the new rule as required
Part of their security strategy related processes, and as such should have this support
already implemented many of the requirements under the new regulations.
Accordingly, while C-TPAT participants are not excluded from the
Announcements of the AMS has CBP indicated that participation in the CTPAT
Program can be taken in the targeting process (under
the selected carriers, exporters and trade routes will
special examination by CBP) and can be taken as a mitigating factor for consideration in
Penalties and assessment of damages can be assessed against a
non-compliant carriers.
