The regulations will only apply to contracts that are exclusively to pay by way of remote communication, that over the internet, by phone or through other means. This means that it is not a personal meeting with any employee or agent to the moment when the order is confirmed his face. More than a means of distance communication can be used, for example, a web advertising, and the order is then placed over the phone.
The only rules for goods or services purchased in the EU. When a consumer buys goods or services outside the EU, they have less protection.

What are the exceptions to the Distance Selling Regulations? (UK-EU)
The regulations do not apply to contracts for financial services, contracts for the sale or an interest in land or buildings with the exception of a lease, contracts for the construction of a building where the contract also provides for a sale or other disposition of an interest in land on which the building is constructed, purchases of automated vending machines or automated commercial premises, the use of a cell phone sales and at auctions.
