issued when processing a foreign Carnet, Customs must create a record of the transaction to protect the revenue and domestic trade. Therefore, the relevant U.S. Customs Officer for the clearing of the temporary import must ensure that the port of import, for free activities and any deviation from the original list of articles that has been demonstrated in the appropriate fields. When the goods leave the United States, the customs officials must ensure that the necessary export deadlines will be met, that the original list of items agrees with what is exported, and that the voucher is detached and at the port of importation. |
