How is a U.S.-issued ATA carnet processed by Customs?
Before leaving the United States presented to the holder of a U.S. ATA Carnet issued the carnet and the collected goods to a customs official. The Carnet is reviewed for completeness and accuracy, and the goods are checked to ensure that they match the Carnet list. The officer then checked the carnet document and certify the appropriate exportation counterfoil and voucher. The TIR and the U.S. Customs-certified export certificate to the holder of the carnet, the voucher as a permanent record of the transaction will retain custom. (Note: The TIR affect export control requirements such as the filing of shipper's export declaration or the need to obtain export licenses.) Upon returning to the United States, presented to the holder of a US-issued carnet, the carnet and covered a customs officer for the goods test. The officer certifies the appropriate re counterfoil and voucher, and returns the carnet to the holder for further use or transfer to the issuing association. (Note: U.S. carnets issued only to the vouchers of the yellow export / re leaves are not separate but will stay with the document when leaving or returning to the United States.)
It is the responsibility of the holder of the TIR Carnet, which present to the customs authorities when entering or leaving a country in order to place the necessary verification and certification of supporting documents and master pages can. Failure to do so will result in a claim. A claim is a message from a customs authority of the country to import, that a breach of the TIR system has taken place and payment of customs duties, taxes and penalties are needed.
