Personal and commercial imports of food are regulated by the U.S. Department of Agriculture (USDA), Food and Drug Administration (FDA), and Fish and Wildlife Service (FWS). These agencies, some restrictions on the import of foodstuffs.
For instance, the Fish and Wildlife Service limitations on the quantity of caviar, which can be brought to the U.S. FWS has approved Customs and Border protection (CBP) enable travelers to just 125 grams of caviar. If the traveler has more than this amount CBP has been instructed to confiscate the goods.
From the perspective of CBP, certain commercial introduction of products subject to quota restrictions are not limited to the amount of food allowed into the U.S., the tax rate is applied to the product.
