Default How do I import milk or cream?


The Federal Import Milk Act requires the Food and Drug administration for milk and cream to make (including sweetened condensed milk) imported into the United States of America. Information on how a license is discussed in the Import Milk Act, 21 USC 141-149. These data, together with the permit request shall be addressed to:

Food and Drug Administration
Regulations and Enforcement Branch
Division of Program and Enforcement Policy (HFS-306)
200 C Street S.W.
Washington, DC 20204

Milk and cream are subject to import quota. Please see the CBP website for current information about levels.

Imports are also subject to APHIS regulations of the Department of Agriculture.

All commercial imports of food and beverages require the filing of a notification with FDA and foreign producers and / or distributor of food products must register with the FDA before its products for resale can be allowed.
